HTN: NYPA Freezes Rates, Cuts Bonuses

The New York Power Authority has decided to freeze rates for all customers through April of next year after a public outcry. The Authority had planned to boost rates by as much as eight-percent, but Governor Paterson and lawmakers urged that the increases be halted.
