HTN: Governor at Odds with Unions

Governor David Paterson continues to pitch ideas for state worker unions to avoid nearly nine-thousand layoffs. But CSEA is just calling it an attempt at "union busting." The Paterson administration is offering a combination of a new pension tier for new state employees, a cut in scheduled three percent raises, and a five-day lag in pay, in exchange for a "no layoff" guarantee.
