County Need a Loan by Month's End

Erie County Comptroller Mark Poloncarz is nervous. He says he needs to borrow 75-million dollars by September 30th. It's a normal business practice for the county, but Poloncarz is worried because the control board says it's going to do it because it can get a lower interest rate. The problem is that the money may not get into the county accounts before the end of the month and that would mean slow payment to vendors and possible not enough money to cover county paychecks.
